Project Valkyrie (“瓦尔基丽”计划) was an illegal research project led in Germany with the goal of creating a fully-immune individual capable of controlling Relic Technology. Originating from the Evangel Portal sect, the project was under the leadership of Rudolf von Oberstein and William at Paradeus, with Lunasia von Oberstein as the main test subject. In the 2060s, the project spun off into Project Cocoon (茧计划, occasionally translated “Operation Cocoon”), which involved the mass murder of populations in Central and Eastern Europe with Iaso's Box dirty bombs to identify immune individuals, and the abduction, cloning and modification of humans into Nytos.

During the Battle of Frankfurt of November 2064, Project Cocoon was stopped when Paradeus was nearly destroyed. William still managed to complete Project Valkyrie, but Lunasia escaped his control and soon gave up her ability to control Relic Technology. Paradeus would endure and later refocus their efforts on the exploitation of Boojums and the Helena entities.

Operation Cocoon is first discussed in Chapter 13.5 - Mirror Stage while Project Valkyrie is introduced in Chapter 15.5 - Isolation Forest, and they remain relevant for the remainder of the story of Girls' Frontline.

Origins of Project Valkyrie

For details on the timeline of Project Valkyrie, see the footnotes in Lunasia's article.

The roots of Project Valkyrie are found in the German sect called Evangel Portal, created by William in the 2030s. The sect preached that a Holy Spirit would descend on Earth and take the faithful through the "Evangel Portal"[1] to reach the Sacred Land, free from mortal suffering and Collapse radiation. During World War Three, Hanna von Oberstein, wife of the German Minister of Technology Rudolf von Oberstein, took her children Lunasia and Ballard[2] and joined the cult under the pseudonym “Lady Nemhran”.[1] She was appointed Holy Mother and Lunasia became the Holy Maiden, the key to the Evangel Portal. Purported miracles by these saints increased the influence of the already powerful cult until its disbandment.[2] All the purported "miracles" performed by the cult were in fact merely mental manipulation and countless people were killed in hope for a miraculous end to the war,[3] including Hannah who poisoned herself (or cut her throat in another account) along with many other cultists to reach the Promised Land.[1][3]

Lunasia returned under Rudolf's custody, but her father didn't put an end to Evangel Portal's monstrous ambitions, instead making them his own under a new organization, Paradeus. Oberstein was convinced that Germany needed to secure control over Relic Technology to survive,[4] and launched Project Valkyrie to turn his daughter into a fully-immune individual capable of controlling Relics. As indicated by the name of the project, Lunasia would be turned into a valkyrie, a divine warrior entity of Germanic and Nordic folklore. These experiments were led by a man also named William (it's unclear if it was the same who founded Evangel Portal) and sacrificed countless cultists as test subjects. Evangel Portal and Project Valkyrie gave Lunasia a mad hatred for mankind, and she decided to accept her transformation into a key in order to use the Relics to destroy humanity.[3] Lunasia used her cult influence to contact Martha Meitner and tasked her to complete her transformation. Lunasia made her brother Ballard promise to resurrect her if she died,[5] to ensure she would carry out the destruction of the world.[3]

The project killed Lunasia in 2049. Rudolf preserved her body for experiments, with each organ stored separately and the brain cut into individual slices.[6] Ballard stole the brain slices containing Lunasia's memory and fled, but couldn't go far until Rudolf sent his troops after him. Using a portable surgery kit and the corpse of the woman who sheltered him, Ballard created the first Nyto to demonstrate to his father that he was worthy of a leading position in Paradeus, continuing Project Valkyrie to resurrect Lunasia while secretly plotting to kill his father and avenge his sister.[7] Ballard would eventually take the name William for himself.[3]

At some point, rumors of Project Valkyrie and the involvement of Hanna von Oberstein reached to the larger population, but it was largely dismissed as the ramblings of a scam cult and forgotten. It's only when Project Cocoon endangered Frankfurt in 2064 that the Stasi opened an investigation in Project Valkyrie and its ties to Paradeus and the von Oberstein family.[8][9]

Frankfurt Cocoon

Held in Frankfurt under Hebe's command,[10] this project involved the iterative cultivation of three Nyto Virtual Cognition Images, one of which could evolve into a fully-immune mind.[11]

The woman who served as their basis was captured by Paradeus after they used Iaso's Boxes in the area where she lived. Due to being an ELID semi-immunosome, she was the only survivor, and William, mistaking her for a pan-immunosome who could be the perfect vessel for reviving Lunasia, abducted her for his cloning experiments.[12] Close to 11,000 clones of the woman were created.[13][14] The huge number of “waste products” were used to produce regular Nytos or converted into bioenergy to run the Lake of Cognition.[10]

Three Nytos made from redundant memories of the original subject in the Lake of Cognition were made into intertwined subjects whose VCIs would always return to their shared “cocoon” on death: Machlian, Morridow and Badbsca. Machlian refused to cooperate and had to be forced to dwell in her cocoon by Badbsca.[15] A particularity of the Cocoon Nytos was that they harbored specific desires beyond simply following orders.[16] When Machlian ran away from Paradeus, Badbsca's cocoon was damaged again after suffering from several failures. Since the original experiment was only considered a backup plan, Morridow was diverted to the Berlin Cocoon,[10] and William secretly promised he would kill Badbsca and let Morridow become the only member of the trio become fully-immune if she could complete her mission.[16] Morridow herself was pursuing other ways to become perfected after losing faith that the conjoined cocoons could evolved into a fully-immune individual, but she agreed to track and kill Machlian for Badbsca, who still held hope to see the experiment through if she could be recaptured.[11]

Berlin Cocoon

Due to the instability of the Frankfurt Cocoon, Laplace ordered to start another branch of the project in Berlin, where they focused on obtaining fully-immune individuals by using Iaso's Boxes instead of cultivating a few Nytos. William placed the Berlin Cocoon under Morridow's orders,[10] and the German government provided the necessary plants for their production.[17] After using them in a few small-scale attacks,[18] the plan was for the Iaso's Boxes to be activated when the day changed from 3 to 4 October 2064, at the start of Unity Day.[19] Less than two weeks before the agreed time,[20] the Commander learned about Project Cocoon from Machlian,[21] and succeeded in disarming the bombs planted in the city's metro and quarantine wall,[22][23] only failing to disarm the bombs in the nearby community of Bohnsdorf[24] and at the Berlin prison.[25] The project was definitely interrupted when Morridow was captured,[26] more Iaso's Boxes stockpiles were seized[27] and outbound shipments to the KCCO were intercepted.[28]

End of Project Cocoon

During her captivity under the Commander, Morridow made a deal with M4A1 to sabotage the Lake of Cognition and the Berlin and Frankfurt Cocoons in exchange for the right to merge with M4 on her quest for perfection.[16] When William operated on Morridow as part of her upgrade, she absorbed Machlian and Badbsca's cocoons.[29] The remains of Badbsca's cocoon were used by Hebe as a bait for the virus she infected HK416 with during Operation Adrasteia.[30]

After the loss of their HQ of Avernus during the Battle of the Dead Sea, Paradeus refocused their plans for the Iaso's Boxes in Frankfurt, but Cocoon suffered another setback when SMG ErmaErmaErma destroyed their connection to the Lake of Cognition. With two weeks left before their deadline to complete the project, Nemhran ordered to concentrate all Paradeus assets in Frankfurt to bolster the production of Iaso's Boxes and see the project through.[31] Using the Iaso's Boxes, Nemhran would create a replacement for the lost channel to the Lake of Cognition and allow for the completion of Laplace's experiment.[32] The cocoon left behind after Laplace produced Lunasia's final vessel was intercepted by Amaris during the Battle of Frankfurt and combined with her own ability to steal data for herself and the “Lunasia” seal left by Erma to create a way to prevent Lunasia's resurrection.[33] With the assassination of Laplace, the Prometheans considered that Project Cocoon had been terminated.[34]

Completion of Project Valkyrie

After M4A1 joined the Lunasia gestalt in Nirvana,[35] Lunasia gained physical form by stealing Dandelion's body. However, despite already demonstrating otherworldly powers, William didn't consider her perfected due to the memories and personalities of M4A1 and Dandelion being intermixed with Lunasia's.[36] Since the Lake of Cognition couldn't be used anymore to provide the necessary energy to finalize Project Valkyrie, Rudolf von Oberstein activated Coronation Storm, a false flag military strike on Frankfurt,[37] complementing the Iaso's Boxes planted during Project Cocoon.[38] By sacrificing the inhabitants of the German capital, Paradeus would obtain the energy needed to change Lunasia into a fully-immune individual and complete Project Valkyrie.[39] After the end of Coronation Storm, William performed the final surgery on Lunasia,[40] but he was knocked out by an explosion before Lunasia awakened from anesthesia.[41]

Project Valkyrie was seemingly a success, and Lunasia presented herself as the divine key to the Relics, linking the physical world to the other world.[3] However, this Lunasia was still a gestalt mind mixing the personalities and memories of M4A1, Lunasia, Dandelion, Elisa, and other entities, all possessing their own goals to accomplish with their newfound powers. M4 and Lunasia's goals in particular were opposites, since Lunasia wanted to destroy the world while M4 wanted to save the Commander. The Commander's actions eventually convinced Lunasia to yield the “spindle of fate” to M4, who used the sealing key created by Amaris to rescind her status as a Relic key, undoing the efforts of Project Valkyrie.[42] William recovered Lunasia's body[43] and performed the surgery again to create a “perfected Lunasia” holding only the memories William needed to ensure her complete devotion to him,[44] but she also abandoned him.[45]
